Without a credible alternate supply of photos, the government would have a case to make a single entity the only supplier. A monopoly situation never supplies all consumers with the desired outcome. For financial reasons Australia Post could decide to offer the photo and passport service from only 500 outlets which would disadvantage many consumers. The government would find it hard to justify this policy if half the photos are taken by independent stores…

Our business model is to “Loan” equipment to the stores at no charge. (Freight and licence Fee excepted).
